An open access archive is an electronic archive where all (or most) of the content is available for anybody to download. Many implement the OAI-PMH. See also Institutional Repository and Registry of Open Access Repositories (ROAR)
Many open access archives are also Category:ePrint archives.
It currently includes some Open access publishers, but these are in a sense a separate group — see, e.g., Public Library of Science
