This category replaces the subcategory Category:Prisoners, for reasons similar to the renaming of category:Dramatists to category:Dramatists and playwrights (see category talk:dramatists and playwrights for further explanation).
In the present case, while Prisoners and detainees are technically synonyms, their connotations are different: a "detainee" might be somebody under remand (and later proven not guilty). Category:prisoners was formerly a subcategory of Category:Criminals, which is not always the case, even for those who have been convicted of crimes in courts of law.
